The City of Refuge Mock Trial© is a mock trial based on Joshua 20. It features Genesis 49, Deuteronomy 33, Genesis 34, and Revelation 7.

The purpose of this game is to fish out the 144,000, and to know the King's Son.

Meant to be enacted LIVE in a classroom, arena, or stadium, with a courtroom setup.

Slayer on the run!

Will the victim be avenged?



  • These are the names of the king's sons: Reuben, Simeon, Levi, Judah, Zebulun, Issachar, Dan, Gad, Asher, Naphtali, Joseph and Benjamin. These are the names of Joseph's sons: Manasseh and Ephraim.


  • The names of the cities are: Hebron, Shechem, Kedesh, Golan, Ramoth-Gilead, and Bezer. The river Jordan runs through their midst.


  • The game pack consists of 72 cards: Four (4) Roles, Three (3) Locks, One (1) Door, Twelve (12) Gates, One Deck (52 cards-- comes with the Crown's Pass (1), the Silver Dozen (12), and the King's Stack (39)). The Crown's Pass is the double sided crown and should be left out.


  • These are the Four (4) Roles: the Slayer, the King, the Avenger of Blood, and the Witness. Once these roles are assigned, keep cards private.


Each answer must be verbatim or it is incorrect. 3 attempts.


How to play:

  1. Separate the cards.

  2. Shuffle the King's Stack.

  3. Shuffle the Silver Dozen and place on a separate table face down 3x4 or 6x2.


  4. Place the three (3) Locks in order from left to right.

  5. Flip the left lock.

    1. Use the item (the Seal) to flip the right lock.

  6. Flip the right lock. Answer the question.

  7. Flip the center lock.

    1. Flip the Seal.

  8. Flip the Door. Answer the question.

  9. Solve the riddle by answering the following questions.

    1. Who is the Door?

    2. Who is Dan?

    3. Whoever successfully completes this step will receive the King's role.


  10. Unlock all 12 Gates.

    1. This step can be done collectively for beginners. Otherwise, the King must do it alone.

    2. If the King successfully completes this step alone, he will receive the Keys.

  11. Have another player now recite the 12 Gates from memory in order.

    1. Whoever successfully completes this step on first try will receive the Avenger's role and the Seal.

    2. The King and the Avenger will now face each other with the Silver Dozen between them.

      1. The King and the Avenger will alternate or take turns flipping and unflipping cards.

  12. Unlock the Silver Dozen with a game of concentration by identifying their pairs. Non-dominant hand must be behind back.

    1. The cards must be upside down and flipped individually (one by one).

    2. Two cards cannot be flipped at the same time unless they match.

    3. Set the matching cards aside and continue until all six cities have found their match.

    4. Reshuffle.


  13. The Avenger will then arrest a contestant of his or her choice from the Congregation/courtroom.

    1. The arrested party will receive the Slayer's role.

  1. The Slayer has 90 seconds to identify a pair from the Silver Dozen. This is the city of his entrance.

    1. PASS- he may enter and remain safely in the city until trial.

    2. FAIL- DISQUALIFIED.

"If the Slayer leaves the city for any reason, he must be executed."

  1. Bring out the King's Stack.

  2. The Slayer must draw 3 cards from the King's Stack, and accurately recite and cite the text from one or more of the cards. Non-dominant hand must be behind back.

    1. PASS- the King will grant him a key.

    2. FAIL- The King will imprison the Slayer for ESPIONAGE.


  3. To use the key, and stay safe in the kingdom, solve the riddle: "_here is Dan?"

    1. PASS- The King will say, "Well done, thou good and faithful servant." The Slayer is now safe.

    2. FAIL- Call the Witness to stand.


  4. When the Witness's role is called to stand, he may answer to the King's Stack on behalf of the Slayer, or be executed.

    1. If the Witness chooses to be executed, the Slayer must confess to his murder and publicly slay the Witness himself.

    2. The Slayer will then be imprisoned by the King for MURDER. Do NOT confiscate the Slayer's key if he has one.


  5. The Witness may use an open Testament to answer to the King's Stack.

    1. PASS- The King will say, "Well done, thou good and faithful servant." The Witness is now safe.

    2. FAIL- the King will imprison both the Witness and the Slayer for FRAUD. Confiscate the Slayer's key if he has one.


  1. The Crown's Pass may be used at any moment to bypass any step by filling in the following:

    ___ ________ ___ ____ _______

    1. If the Slayer fails for any other reason, the Avenger will imprison him for TREASON.

    2. If the Witness fails for any other reason, the Avenger will imprison him for PERJURY.


  2. If the Crown's Pass is used, the Avenger imprisons.

  3. If the King's Stack is used, the King imprisons.


Terni Lapilli

There are nine prisons and nine spaces in each prison. The King and the Avenger will alternate arranging the prisoners into the cells regardless of who is in charge of imprisonment. (For example, the King may imprison, but the Avenger chooses the cell. Moreover, the King may both imprison and choose the cell.) Every tenth prisoner will be imprisoned, but one out of nine may* be redeemed. He will take the new Avenger's place. Confiscate extra keys.

 Battle for the Kingdom
  • Continue until every player has been exhausted. Every player must be the Slayer. In order for this to happen, the old King must abdicate his throne by engaging in a battle by playing the Silver Dozen. Any player may challenge, but the challenger must first pass through the Gates, alone.

  • If every key has been given, and 12 players are safe, start a new round.

  • If prisons are overcrowded, start a new round (See footnote.)

  • If any other issue arises, work together.


End Game:

Memorize the King's Stack.

*'May be redeemed'-- An object of choice; otherwise a tithing system. Following the theology of the Script, one out of ten should be redeemed; better yet, that one almost must be redeemed. However, for illustrative purposes, (notwithstanding the revelation of the Character this game is meant to portray), it is also a test of the characters of the players involved. 'May be redeemed' is formed on the basis that the individual players understand the natural corruption of the heart, while reflecting on the very real issue concerning the population of incarcerated individuals in America. This is abuse of power. Therefore, we conclude and hope, for the sake of the continuity of Scripture, that the King and Avenger indeed do allow for redemption.
