The City of Refuge Game

City of Refuge© is a mock trial based on Joshua 20 and 21,

ft. Genesis 30 and 49, Deuteronomy 33, and Revelation 7.

You accidentally commit a murder, and the avenger of blood is after you. Run to the nearest city of refuge! If you arrive safely, you are free to live, but must still face trial. However, if you leave the city for any reason, you must be killed.





These are the names of the cities: Kedesh, Shechem, Hebron, Bezer, Ramoth-Gilead, and Golan. The river Jordan runs through their midst.


You must prove your citizenship when you arrive at the Door. The Gates are named after the King's sons. These are the names of the sons: Reuben, Simeon, Levi, Judah, Dan, Naphthali, Gad, Asher, Issachar, Zebulon, Joseph, and Benjamin. These are the names of Joseph's sons: Mannaseh and Ephraim.


The purpose of this game is to know the King's Son.


Multiplayer Game Level: Advanced


Each game pack consists of 4 Roles, 1 Seal (not included), 12 Gates, 1 Door, 3 Locks, 1 Deck (52) for a total of 72 cards.


The 4 roles are: the King, the Avenger, the Witness, and the Slayer.


  1. Separate the cards and identify the Deck.

    1. The King's Stack (39), the Crown's Pass (1), and the Silver Dozen (12) make up the Deck.

  2. Shuffle the King's Stack and Silver Dozen separately. The double-sided crown is the Pass and should be left out.


Every answer must be verbatim, or it is incorrect.


How to play:


The King

  1. Place the locks in order.

  2. Flip the left lock and find "the seal".

  3. Flip the right lock.

  4. Flip the center lock.

  5. Flip the Door. Two clauses make up the phrase.

  6. Place the 12 gates in order. Slide, then place "the seal" on the available space.

  7. One by one, unlock all 12 gates.

  8. Identify the Door's Title, and answer the riddle, "Who is Dan?” Both responses are the same. The first to complete this challenge will recieve the King's role and the gate's keys.



The Avenger

  1. Unlock the gates by reciting their names in order. First to succeed will receive the Avenger's role and the seal.

  2. Sit before the King.

  3. Take turns with the King, flipping the Dozen before the Testament one by one until the cities have found their match.

  4. Reshuffle.

  5. Arrest a player to be the Slayer.



The Slayer

  1. Stand before the Testament.

  2. Identify one pair of the cities in 90 seconds or less.

    1. If the Slayer successfully identifies a pair, receive the Slayer's role .

    2. If the Slayer does not successfully identify the pair, he will be slain by the Avenger and forfeit the game.

  3. Draw up to 7 cards from the King's Stack.

    1. If the Slayer answers accurately from the Stack, the King will say “Well done,” and give him a Key. The Slayer is now safe.

    2. If the Slayer cannot answer correctly from the Stack, he may call on the Witness, or Pass.

The Witness

  1. The Witness will receive the Witness’ role and the Crown's Pass.

    1. If the Witness is true, the Witness will go to prison.

    2. If the Witness is false, the Slayer will go to in prison.


The Crown's Pass is optional. If the Pass is used,

  1. The Slayer must confess to and slay the Witness. The Witness will forfeit the game.

  2. The Slayer must answer “Who is Dan?” This is not the same answer as before, but there are two answers, and both are correct.

    1. If the Slayer answers correctly, the King will say, “Well done,” and give him a Key. The Slayer is now safe.

    2. However, if the Slayer does not answer the riddle correctly, the Slayer will be slain by the Avenger, and forfeit the game.

  3. If the Slayer does not or cannot pass for any other reason, the King will bind him in prison for MURDER.


To continue...


  1. The first to fill in the blank becomes the new King:

    1. The ____ & ________Witness.

  2. The old King becomes the new Witness.

  3. The two kings will play the Dozen.

  4. The Avenger may continue or may pass on his role.

  5. Arrest a new Slayer.



There are nine spaces in each prison. The King and the Avenger will gamble which of the ten prisoners will occupy the nine spaces. One out of ten must be redeemed. (If you do not have ten players, choose one out of three, or the center piece). Whoever is redeemed will become the new Avenger.


Everyone must play the Slayer.
